Police Corruption :: Law Enforcement Corruption

Police corruption is a complex phenomenon, which does not readily submit to simple analysis. It is a problem that has and will continue to affect us all, whether we are civilians or law enforcement officers. Since its beginnings, may aspects of policing have changed; however, one aspect that has remained relatively unchanged is the existence of corruption. An examination of a local newspaper or any police-related publication on any given day will have an article about a police officer that got busted committing some kind of corrupt act. Police corruption has increased dramatically with the illegal cocaine trade, with officers acting alone or in-groups to steal money from dealers or distribute cocaine themselves. Large groups of corrupt police have been caught in New York, New Orleans, Washington, DC, and Los Angeles. Methodology: Corruption within police departments falls into 2 basic categories, which are external corruption and internal corruption. In this report I will concentrate only on external corruption because it has been the larger center of attention recently. I have decided to include the fairly recent accounts of corruption from a few major cities, mainly New York, because that is where I have lived for the past 22 years. I compiled my information from numerous articles written in the New York Times over the last 5 years. My definitional information and background data came from various books cited that have been written on the issue of police corruption. Those books helped me create a basis of just what the different types of corruption and deviancies are, as well as how and why corruption happens. The books were filled with useful insight but were not update enough, so I relied on the newspaper articles to provide me with the current, and regional information that was needed to complete this report. In simple terms, corruption in policing is usually viewed as the misuse of authority by a police officer acting officially to fulfill personal needs or wants. For a corrupt act to occur, three distinct elements of police corruption must be present simultaneously: 1) misuse of authority, 2) misuse of official capacity, and 3) misuse of personal attainment. (Dantzker, 1995: p 157) It can be said that power inevitably tends to corrupt, and it is yet to be recognized that, while there is no reason to suppose that policemen as individuals are any less fallible than other members of society, people are often shocked and outraged when policemen are exposed violating the law. Some of the outside recruiting sources could be employee referrals as employees get bonuses if they refer someone. Alternatively, contacting former employees someone who already has worked with a company and had better knowledge of its culture and expectations. Educational institutions and online recruiting are best when the budget is low. One of the priority could be to hire a more diverse group. 6) Interview selected applicant- ask the only job-related questions, document selection process. The interview process is crucial. The approaches described below are simple, good practice and are relevant to the majority and minority candidates. * Develop questions based on the required and preferred skills and qualifications listed in the Job Description (JD). Candidates will respond differently based on work history, experience and skill level. * Be sure to ask the same set of core questions, listen carefully and allow candidates to respond adequately. Be prepared for candidates questions. High levels of fairness maintained throughout the recruitment process give Chern the best chance of recruiting top talent. Keep applicants informed of their progress or lack of progress through the process. Interviews should be conducted using standardized, approved methods with all questions to be predetermined by management. According to Stan M. Gully and Jean M. Phillips, authors of Strategic Staffing, there are three types of perceptions of fairness that applicants can feel related to a company’s recruitment and selection process. These are distributive, procedural and interactional fairness. Distributive is similar to how fair an applicant feels the hiring or promotion system is. Procedural refers to candidates beliefs that a company’s policies and procedures that guide the hiring or promotion decision were fair. It Includes the screening tools, tests, interview process as it relates to personality or integrity tests. Interactional fairness has to do with an applicant’s perception of treatment during the hiring process. If an applicant is no longer considered to be hired, they s hould be informed about is as soon as possible. Candidates feel important and create a positive image for those companies who follow them up on their applications and interview. When these things do not occur, the employer may find that there have been negative spillover effects as a consequence. When someone has a positive experience, he or she tells others and view the organization in a positive light. The same is true with a negative experience. The issue is that when someone does have a negative experience, he or she is much more likely to tell others about the experience and to discontinue association with the company. A good recruiter should be open to giving as well as receiving feedback. When using internal or external recruiters, Chern should ensure that the recruiter possesses characteristics that support candidates having a positive experience. These include being familiar with the position as well as the company. A recruiter who cannot answer questions about the job they are recruiting for or the company appears incompetent to the applicant, and this image is then attached to the company as well. Active listening skills, enthusiasm, intelligence, and trustworthiness all reflect well on the company. Use of social media like facebook, twitter, and other sites helps the company to attract talent and reach masses. Employees who perform well and are there in the company from long can share their experiences through these sites or create their blog to let new candidates know what their experiences and success and failure stories have been so far. It would help talent connect and understand company’s culture. Photographs of any main events or about company’s environment could also be posted to drive traffic and interaction. It provides clear view of the organization. Communicating the brand image to employees from recruitment, into orientation and throughout their time with Chern’s will lead to the stronger brand image in the industry. The group project helped me to realize weakness that I was not aware. It has made me aware of my weakness every time I had to submit a paper, which was the most difficult task for me. I began questioning myself because; I expected a high quality of work. However, being aware has leaded me to focus more on my writing skills which is also a very important part of being an effective communicator, especially in the business world. While I have encountered a wide range of challenging subject in Fundamental Interpersonal Communication it has provided me with much insight in which I was unaware of. It has taught me how essential developing self-awareness really is. Without self-awareness is crucial part of our person growth and development. Most importantly I am leaving this class with the awareness and capability to identify issues and problems that could contribute to my overall relationship with family members, friends and my career. Up-front investment in a software package is a tremendous motivator to get users to learn and stick with a product theyve paid for. Websites that are easy to use and respond to customers needs end up being the most successful. In cases where the computer cannot provide fairly immediate response, continuous feedback should be provided to the user in form of a percent-done indicator [Myers 1985]. As a rule of thumb, percent-done progress indicators should be used for operations taking more than about 10 seconds. Progress indicators have three main advantages: They reassure the user that the system has not crashed but is working on his or her problem; they indicate approximately how long the user can be expected to wait, thus allowing the user to do other activities during long waits; and they finally provide something for the user to look at, thus making the wait less painful. This latter advantage should not be underestimated and is one reason for recommending a graphic progress bar instead of just stating the expected remaining time in numbers. Although this type of feedback deals with the response time of a website to keep a customers interest I think it leads into the important questions like how long it takes the average person to view, navigate and respond to your website. The Internet is a ready base of several million people from all walks of life. One can easily find new customers and clients from this massive group, provided that your presence on the Internet is known. Internet feedback also is needed to produce the most affluent website available for your product. One way of doing this is by using site visits to help you identify and prioritize the tasks users are trying to accomplish. Watching users work through these tasks not only deepens your understanding of the users goals but also helps you to identify the obstacles and difficulties inherent in their current way of working. This type of information helps represent opportunities to improve the current solution. And, not only do you get to see the users entire approach to solving a problem, you also get to see how the users surroundings affect their work or their private life. Site visits also help you to identify problems you didnt know needed solving. Without customer input and data from observations of users at work, its easy to create laundry lists of user problems and feel like you have to solve all of them. The problem is that these lists are often based on your companys preconc eived understanding of what the problems are, and so cant tell you what you dont know about your users. Listening to users can be misleading according to Nielsen and Tahir. For example, we recently completed a major competitive study of a group of B2B sites selling certain complicated equipment. For good measure, we asked users to state their opinions; the subjective ratings came out very high for one vendor that has a particularly good name in the market. Sure enough, another vendor, who is known as a low-quality provider in the real world, got low scores. But when we looked at what users actually did on the sites, they were much more successful shopping on the site from the vendor they didnt like. The site from the popular vendor provided very poor support for the shopping process. Thus, a company that wanted to start a new B2B site in the same space would be better off emulating the features offered by the unpopular company and avoiding the mistakes made by the popular company. Relying purely on user opinions in this case would result in a site where shopping was difficult. A popular company might survive a difficult site; a new company would be dead on arrival. III. Conclusion There are many ways in which we can use the Internet as a form of feedback. Even such things as chat rooms can be used as feedback as long as it is structured the right way. The Internet is vastly growing and will present us with more options everyday. As shown above the ability to satisfy a customer is the so important to a business and by having a website you will first be able to satisfy customers with specific goals. But this can only be done by having a website that is usable and simple because it keeps users using your products and on your web page. Now that you are on the Internet you will have a wide range audience that only the Internet can provide businesses with. Then you need to make sure you are not making the same mistakes others have made on their sites, or that you have the optimal website for your businesss goods or services. Now that you have Internet access, advertising, public relations, and marketing become more available at a cheaper price. And by h aving awesome customer service as your niche, you will sure to secure yourself loyal customers who will in return help you out on things like online surveys and focus groups. But one of the most overlooked ways I found to be was the importance of feedback to college students. With so many colleges beginning to do online classes and other related material, such as, online registration. There are always going to be worthwhile suggestions by students, which can either prove to be right or wrong that colleges need to at least look at. For instance, if WVU were to offer a list of bands that they could bring to Fall Fest they could best represent the students interests by sending out email surveys and those who reply will be rewarded and the school would be rewarded.
